The referee and VAR were correct not to issue a red card to Arsenal defender Gabriel for his kick to the head of Chelsea goalkeeper Emi Martínez earlier this month, a panel has found.
The Brazilian's left foot struck Martinez in the face as a number of players scrapped for the ball during the match at the Emirates Stadium on Sept. 6.
No action was taken on field by referee Chris Kavanagh and VAR Darren England supported the referee's call.
The Key Match Incidents (KMI) panel reviewed the incident and backed the approach of the officials.
"The panel unanimously supported the referee's call of no red card," the panel report, published on Wednesday, stated.
"Multiple players were on the ground competing and challenging for the loose ball and the action of Gabriel was not deemed to be an act of violent conduct or serious foul play."
The KMI panel is comprised of three former players and coaches, one Premier League representative and one from Pro Ref.
Arsenal are understood to have contacted Pro Ref earlier this week for clarification around the awarding of a penalty to Sunderland in their most recent Premier League match on September 12.
Ezri Konsa was penalised for holding Sunderland's Dan Ballard, a decision Gunners head coach Mikel Arteta said was "unacceptable".
