Fantasy baseball lineup advice for Tuesday: Get Ryan Weathers, Rays' bats into your lineup

STARTING PITCHERS FOR TUESDAY

Pitchers are ranked in order of their Forecaster/Daily Notes projected fantasy points (FPTS), using ESPN's standard scoring system (2 points per win, minus-2 per loss, 3 per inning, 1 per K, minus-1 apiece per hit or walk allowed, minus-2 per earned run allowed).

T: The pitcher's handedness. OPP: Opposing team. RST%: The pitcher's roster percentage in ESPN leagues. W%: The individual starting pitcher's win probability using ESPN projections. IP: Projected innings pitched. H+BB: Projected hits plus walks allowed. ER: Projected earned runs allowed. K: Projected strikeouts.

If a team is planning on using an "opener" to start their game, but will rely on a "bulk pitcher" to follow him on the mound after 1-2 innings, the bulk pitcher is listed and indicated with an asterisk.

Pitchers to stream on Tuesday

Ryan Weathers posted his second straight scoreless outing in his last start, blanking the St. Louis Cardinals over six frames, fanning six with just one walk. The lefty is still prone to the occasional clunker, but he has eight quality starts, and his 3.18 xFIP and 3.41 SIERA are better than his 3.79 ERA. The New York Yankees host the Seattle Mariners, giving Weathers a chance to extend his scoreless streak against a lineup with the second-lowest wOBA facing lefties.
Brandon Young was due for an ERA correction, and it manifested over his last two outings, yielding seven runs over his last 10 frames. Most of the damage resulted from allowing three homers in those two games after yielding just nine over his first 97 2/3 innings. The Baltimore Orioles are in Target Field for a series against the Minnesota Twins. Young squares off with the team averaging the second-most runs per game in the American League and ninth overall in MLB. However, the Twins have been in a rut over the last month, sporting the fourth-lowest wOBA against righties, largely due to a lack of power.
Young's mound foe will be Bailey Ober. In full disclosure, relative to the usual quality of streaming options, neither Young nor Ober are especially alluring, but other than Weathers, Tuesday's slate lacks cromulent candidates. Young and Ober are the best available, but the more prudent approach could be targeting Weathers, then saving the streaming spot for a better choice later in the week. As for Ober, he has recorded two consecutive quality starts, both against the Kansas City Royals. However, he mustered only three strikeouts over 12 stanzas.

Pitchers to avoid on Tuesday

Nick Lodolo is set to return to the Cincinnati Reds' rotation on Tuesday. He last pitched on the Sunday before the All-Star break, as the lefty has been dealing with a lingering blister issue. He made one rehab start to get ready to face the Chicago White Sox on the road. There are two reasons to take the "wait and see" approach. Lodolo logged only 65 pitches in his rehab effort, so he may not be fully stretched out. More importantly, he's been working on a new curveball grip to help assuage the blister issue. It's unclear how effective the pitch will be, and changes of this nature often lead to arm issues, and Lodolo has already had more than his share.

Hitters to stream on Tuesday

The early forecast calls for the wind to be blowing out in Sutter Health Park, which is bad news for Mason Barnett and the Athletics, but great news for the Tampa Bay Rays. Barnett already struggles with the long ball, yielding eight on only 34 innings, including three over 4 1/3 innings last time out in the Great American Ballpark. Jonathan Aranda and Cedric Mullins are the best Rays' targets for power, but don't overlook Chandler Simpson. He's still waiting for his first major league homer, but since the break, he's batting .410/.410/.462 with nine steals in nine attempts, and the Athletics are one of the poorest teams defending stolen bases.
